The Balfour declaration of 1917 was not a legal instrument but an aspiration of the British government, It was later in 1920 incorporated into the Mandate for Palestine by the League of Nations (the predessor to the Security Council at San Remo. The area of Palestine was together with all of the other Ottoman territories was signed over by Turkey to the successful allied powers at the conclusion of WW1 as part of the peace treaty. The area known as Palestine since the Ottomans sovereignty from the early 16th century until today has never been sovereign to the Palestinian people. Sovreignty was held in trust in 1920 for the ultimate beneficiary "a Jewish Homeland" which was a re-constitution of the ancient Jewish Homeland and was administered by Britain as tutors.
